So sorry for the loss of your mom. It is not clear from what you say about your mother's income whether she could be claimed as your dependent. You say she had SS and a pension, and a retirement account. If her income from the pension and IRA was more than $4700 --- not counting the SS---she cannot be claimed as a dependent. Unless you can claim a qualifying dependent you cannot file as HOH.
