You do not "get" a full $2000 added to your refund for the younger child.  The most you can have added to your refund for the child ---the additional child tax credit--- is $1600.   The $2000  CTC is used first to reduce your tax liability.  If any of that $2000 is left over, after your tax liability is at zero,  it can be added to line 28 as the additional child tax credit.

 

And....the refundable credit is based on how much you earned from working.   You "get" 15% of the amount above $2500 --- up to the full $1600.    If your earnings were low, you will not get $1600.
