No. Do not say you are changing state because of a change in federal.
A change in the federal return means what it says – you are amending because your federal changed either because IRS made a change, or you did.
As you said, your federal tax will not change because of US government source income. That’s 100% taxed by the US government.
Saying that you are amending because of a federal change may delay processing of your state amended return because the state will be looking for an amended federal return to confirm the change.
