I apparently missed that. But efile details do say that they were received and accepted by the IRS, but I've received a bill since then. but never the small refund from my state taxes that were received and accepted.

 

As of right now, neither was has been processed, so I am late in filing and don't know what to do from here.

 


Since you received an email from TurboTax that your e-filed tax return was Accepted by the IRS, you are not late in filing the tax return.

The bill from the IRS should be for the taxes owed and possibly penalties and interest for late payment of the taxes owed.  How did you select to pay the federal taxes owed?  Your proof of payment will be the cancelled check, bank statement or credit card statement showing the payment.  If you do not have this proof then pay the amount due based on the IRS letter you received.
