I know it can be frustrating, but the IRS is the only one who can give you specific updates. If you haven't received a letter in the mail explaining the delay/issue and its definitely been over the 21 days, you can call them. 

If there is an issue with your tax return that requires additional review, that can add more time, but it varies depending on the issue. You will need to contact the IRS for further information in this matter. Please see this TurboTax FAQ here for assistance. I would suggest calling a few minutes before 7am when the phone lines open.
