The IRS does not have your state tax return.  If you e-filed the state tax return and it was accepted by your state then use this TurboTax support FAQ for checking the status of a state tax refund - https://ttlc.intuit.com/questions/1899433-how-do-i-track-my-state-refund

 

The date you see on the TurboTax Tax Home web page is only an Estimate of when the tax refund will be issued based on the IRS Target if issuing a tax refund within 21 days after the tax return is Accepted by the IRS. 

The IRS is extremely backlogged with prior year 2019 tax returns, 2020 tax returns, stimulus payment processing and the requirements put on the IRS by the Congress for the American Rescue Plan Act.

 

After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.
