It depends, TurboTax will begin offering an application for a cash advance (tax refund loan) in some returns.  It will show in the interview to File, at the end of the return. The TurboTax FAQ below has up-to-date information about the offer and the process.

No one knows yet if TurboTax will be offering any type of Refund Advance on a 2019 tax return next year in 2020.

And if they do it is ONLY offered to a select few and ONLY once the IRS has opened up the filing season sometime in January.  The amount of the offered loan is small and you must be able to file the return before you are even eligible.  Don't hold your breath ... seek alternate methods to solve your situation.

It's too early to get an Advance for 2019.  We don't know if they will offer Advances for 2019.  If they do, you can't apply for it.  Only if they offer it to you when you file.

Last year for 2018 returns the Refund Advance was only offered to select customers.  It was a prepaid Visa on which some qualified users could get a refund loan--but only after their tax returns have been filed and accepted by the IRS which won't be until late January.

REFUND ADVANCE

Last year for 2018 returns, certain qualified users were offered refund advance amounts on prepaid Visas at the time of e-filing, predicated on the amount of the refund and their returns being accepted by the IRS.  But it had to be offered--there was no way to opt in by request. If they offer a similar program for 2019 returns, do not expect to see it until January.  Since a return cannot be e-filed and accepted until the end of January, you could not receive a loan until early February at best.
