You are referring to those users who have a federal tax refund and chose the option to have the TurboTax account fees paid from the federal tax refund in the File section of the program on Step 1. This is after the full amount of the TurboTax account fees were presented to the user. On the same page, under the total is written - plus applicable sales tax
The $39 service charge for that option is on the screen where the user chooses to either pay the TurboTax account fees with a credit card or pay with the refund. The service charge is Not a TurboTax fee but a charge from the third party processor who handles the federal tax refund sent to them by the IRS.
