You have not said when or how you filed your 2018 tax return.  Did you mail it or e-file it before the filing deadline in 2019?  Or did you mail it in after the deadline?  After October 15, 2019 the only way you could file a 2018 return was by mail.

 

If you e-filed it in 2019, does your account say the return was accepted?  If your TurboTax account for 2018 says anything other than "accepted" (like "rejected", "ready to mail," or "printed") then the return did not end up going to the IRS at all.  If the 2018 return was rejected and you did not follow up and fix it to e-file it again, then you have to print, sign and mail it now.  E-filing is closed for 2018.

 

If the 2018 e-file was accepted and you did not receive your tax refund then you need to follow up with the IRS.  TurboTax never knows if or when you receive a tax refund.

Listen to each menu before making the selection.

First choose your language. Press 1 for English.

Then do NOT choose the first choice re: "Refund", or it will send you to an automated phone line.

Instead, press 2 for "personal income tax".

Then press 1 for "form, tax history, or payment".  

Then press 3 "for all other questions."

Then press 2 "for all other questions."  It should then transfer you to an agent,

 

 

As for your 2019 return--did you e-file it or mail it?  If you mailed it, the IRS is working on over 11 million pieces of unopened mail that piled up in trailers during the pandemic, so it is taking a very long time for mailed returns to be processed.  All you can do is wait it out until they open your return and process it.

If your 2019 e-file was accepted:

 

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer.

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS.  Your ONLY source of information regarding your refund is the IRS.

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.
