A $40 fee sounds like the "refund processing fee" that is incurred if you choose to pay your TurboTax fees by having the fees deducted from your federal refund instead of paying with a credit card or debit card before you file your return.   If you chose to pay from your refund, that extra $40 went to the third party bank that received your refund from the IRS, paid TurboTax from your refund, and sent the rest of the refund to you.   That $40 fee could have been avoided by paying before you e-filed.
