Why is it asking me to Check This Entry for Form 323 when I am not claiming a Credit for Contributions to Private School Tuition Organizations?

To clarify, 

are you filing an Arizona State return? 

Are you entering any education forms, such as  a 1098-T? 

Did you make a contribution which may be carried forward from Tax Year 2021 to Tax Year 2022?
