Why are Education expenses for my daughters college tuition not showing as a deduction even though we earn less than the specified cut off ?

Because the Tuition and Fees deduction benefit has expired at the end of 2017.  Per the new tax reform, TCJA, this deduction is no longer available in 2018.  However, the two education credits are still allowed if you meet the requirements. See Education credits.
