Why am I not getting Lifetime learning credit. I am a full time graduate student and got a 1098T. I have never claimed this credit in the past.

I only made $24 in wages last year and didn't pay any taxes on it

The Lifetime Learning credit is not refundable.   If you do not owe any tax it does not do anything.  It is only used as a credit to reduce tax you owe.   It is not added as a refund.
