What do I do if my school doesn’t give out 1098t forms?

To claim education credit the school has to be an eligible education institution. 

In order to be an eligible educational institution, the school must be eligible to participate in a student aid program administered by the Department of Education.

In Turbotax, after say no to the question did you get a 1098-T, check that you qualify for an exception.  That will allow you to enter your tuition payment amounts.
