TurboTax says I can't claim tuition but should "Continue" and enter education expenses. However, when I select "Continue," it does not let me enter my education expenses.

What is your situation? Are you the parent or student?  If parent, is your income to high to claim the education credit (AOTC)? What are the amounts in boxes 1 & 5 of your 1098-T? Is the student the parent's dependent? Why are you entering education info?

 

The 1098-T is only an informational document. The numbers on it are not required to be entered onto your tax return. However receipt of a 1098-T frequently means you are either eligible for a tuition credit or possibly your student has taxable scholarship income. 

If you claim the tuition credit, you do need to report that you got one or that you qualify for an exception (the TurboTax interview will handle this)

It is possible for a parent to claim the AOTC, even if the student is on scholarship.

I’m the parent, and TT is saying my MAGI is too high for the credit, but that I should nonetheless select “Continue” and enter my dependent’s education expenses. But when I do it doesn’t let me enter anything. I did get a 1098-T

If your MAGI is too high, and you don't have a 1098-T, you are not going to qualify for a credit.   The expenses come from the 1098-T.   If you page through the screens, there is a place to enter books and supplies expense, but again, if your income is too high, you won't qualify.

Since you know you are not eligible for a credit, just delete the 1098-T.

 

If box 5, of the 1098-T is not  more than box 1, you do not need to enter the 1098-T, on the student's return, either.
