I entered my 1098 and tried claiming my two children as dependents. I dont work, it states i get 0 refunds. Is this right?

Depending on the details of your tax situation, it could be right.

If you are referring to entering a Form 1098-T for education expenses, then you would need to have paid the tuition amount out of your own money or through a loan, not through scholarships or grants, in order to possibly qualify for a refundable education credit.

Also, without any earned income, you will not qualify for the Earned Income Tax Credit (EITC) which would generate a tax refund.
