My daughter is enrolled in duel enrollment and I received a 1098-T form. Turbo Tax is counting it as income but it is through the high school and counting for highschool

The 1098-T is only an informational document. The numbers on it are not required to be entered onto your tax return. However receipt of a 1098-T frequently means you are either eligible for a tuition credit or possibly your student has taxable scholarship income.  If neither is true, just don't enter the 1098-T.  You claim the tuition credit, or report scholarship income, based on your own financial records, not the 1098-T.

For more specific advice, please tell us what numbers are in boxes 1 & 5 (and any other boxes).  It would be very unusual for a dual enrollment H.S. student to have any taxable scholarship.  If boxes 1 & 5 have the same numbers, you student does not have any taxable scholarship and you are not eligible for a tuition credit.
