Is form 1098 required for claim the lifetime learning credit? If yes, then why does TurboTax still give me that credit even after I check “no” for having the 1098?

I am attending a school outside the U.S..  It does not issue a 1098.  It is on the federal loan program list, but the status is “deferment only”.

If your school doesn't issue a 1098-T  you can still claim the credit but will need to rely on your financial records to determine the amount.  1098's are not required by law.  Turbotax is giving you a reminder to check it if you have the form when you check that window,  Official documentation is always preferred.
