For 2018, box 2 is no longer an option for reporting on Form 1098-T. If you have received a Form 1098-T with box 2 amounts instead of box 1, then your school has either not filed the forms correctly or they are using an outdated system of reporting.
You need to enter at least $1 in box 1 (you cannot leave it blank) and you can then use the blue hyperlink to override the amount. That amount then gets used on Form 8863 for the Tuition credit calculation.

Ask your school to provide you with the correct form.
You are a victim of three bureaucracies:
1. Th IRS
2. The School
3. TurboTax (TT)
The IRS has eliminated box 2 of the 1098-T and told the schools they can only use box 1. But Box 2 is physically still on the form and the schools have not updated their computers/procedures, so you got a 1098-T with an amount in box 2. TT hasn't addressed the situation. Hopefully they will. Note that there is a link under box 1 "What if this isn't the amount I paid". That doesn't appear to be working yet.
The only work around, I see, at this time is to just enter what you paid in box 1. The schools may eventually give you a corrected 1098-T when the magnitude of this problem hits them, but it isn't gonna happen anytime soon.
