If your student loan account closed after 7 years, can the dept. of education still take my tax refund?

That depends on what you mean by "closed."  If the debt is completely written off and the lender issues you a 1099-C for the canceled debt, they are not allowed to make further collection efforts.  However, if the Dept of Ed has an open case against you and has a court judgment or debt on file for you, they can offset your refunds for as many years as it takes to get the loan paid off.
