If none of the exclusions apply to me why does TurboTax still label me as ineligible for the Hope education credit

There is no Hope Credit anymore, only the Lifetime Learning Credit and American Opportunity Tax Credit.

There could be many reasons, such as your income, you're a dependent, you did not have more education expenses than scholarships.
