If my 19 year-old daughter was a full-time college student in 2016 with no annual income (no W-2) and had 1099Q and 1098T, does she still need to file income tax

No, if she had no income she would not have to file a tax return UNLESS she had scholarship income (scholarship more than expenses) or did not use the 529 for educational expenses.
