If both tuition and living expenses are paid by fellowship outside in the US, should I add the amount of the tuition in "Scholarships/Grants" section?

Yes, unless you are a nonresident alien. You would not be in this forum if you were filing the 1040NR. Therefore, yes, it is taxable to you.
