I've entered all my info into Turbo Tax. It says I can't deduct the tuition I paid for a college course that was required by my employer. Why not?

I'm not sure what else to say. I had to have the course in order to keep my teaching certificate. I chose the course from a list provided by the state agency that issues certificates. I paid for the course myself.

It's difficult to answer this without more information. It could be that your income exceeds the limit for which education expenses are deductible. The education deductions and credits phase out at certain income limits. You can find all the information about the different education credits and deductions, and the limitations, in this IRS pub. https://www.irs.gov/publications/p970/ch03.html
