I paid over $2K on one 1098T, paid over $8K on a 2nd 1098T, entered 2nd, lowered my refund amount by 22? What? Deleted 2nd. Original refund unattainable. Why? Shady

Why does adding 2nd 1098 T decrease refund amount when I'm paying on student loans? And why does refund amount change very slightly and won't obtain original quote?

Did you receive any scholarships?  For 1098-T, you have to subtract the amount of any scholarships received from the tuition expenses.  If your scholarships are higher than your tuition, then the excess is recorded as taxable income.  So, that's one possibility.
