I left school in the spring of 2017 and still owed them money? Paid some tuition in Jan. 2017 & some after I left. Will they report tuition payments for 2017 on 1098T?

I'm on a monthly payment plan now with them since August so will they report my payments and as I continue to pay in 2018 & 2019 will I get a 1098T for those years too?

Probably, for 2017. But it doesn't matter. You may claim the tuition credit based on the payments you made in 2017. Keep good records.

The 2018 and 2019 payments cannot be counted toward the tuition credit. You will, most likely not get a 1098-T, but even if you do, you can't claim it.

Assuming you are eligible, for the ,most generous credit, the AOC*, you only need to have paid $4000 in 2017 to get the maximum amount.
