I haven't paid my tuition and fees balance for 2015 yet. Can I still claim it?

If the tuition amount is paid the following year would you be able to claim it on your next tax return or do you lose out on that claim. EX: 2015 tuition paid in 2016, would I be able to claim it on my 2016 tax return?

No, you will not be able to claim it because it has not been paid.  However, if it was paid with a student loan, you would be able to claim it.

Thank You. Would that student loan payment have to be in the same year as the fees (2015) or could it be made in the current year (2016)?

It would have to be in the same year.  For example, in order to claim the education credit for your 2015 tax year, your fees must be paid in the same tax year by the loan.

Yes, you would claim it in 2016.
