I have a 19 year old college student who made $3000 last year, and paid no income tax through deductions. Does she have to file taxes?

If she had no other type of income and since her wages were less than $12,000 in 2018 she is not required to file a 2018 tax return.

Were her wages reported on a W-2?  Or was she self-employed and received cash or a Form 1099-MISC for her income?
