I have 2 associates degrees prior to 2019 but no bachelor's. Do two associates degrees count as four years of college credit? Those 2 degrees did not require 120 credits

Are you asking about this in regard to the American Opportunity Credit?  Whatever degree you have achieved--or not-- you can only use the AOC a total of four times.  if you used it four times, you are done.  You can try either the Lifetime Learning Credit or the Tuition and Fees credit instead.
