Did you attend College in 2017?

You should receive a 1098-T (Tuition Statement)  if you attended an eligible school or post-secondary institution and paid qualified educational expenses in 2017. Qualified expenses include tuition, any fees that are required for enrollment, and course materials the student was required to buy from the school. If someone else pays these expenses on your behalf (as such as a parent) you as the student will still get the credit for them and would receive the 1098-T. Schools must send the form to the student by January 31 and file a copy with the IRS by February 28.

Are you asking about 2017 or 2021 @kevallen99? 1098-Ts for 2017 would have been sent out in the spring of 2018. The forms for 2021 should be out next month.

If you did not attend college in 2017/2021 and did not pay any education expenses then you would not receive a 1098-T.
