Graduate student with a stipend on a grant, but no W-2 or 1098-T form

I am a graduate student who receives a stipend every month which are taxable dollars. However, because the stipend is part of a grant, the school is not required to give us a W-2 or 1098T for filing our taxes. I know I have to pay for taxes for September-December of 2016 (the months I have been in school), but Turbo Tax doesn't seem to have the guidelines for someone like me in this scenario.

Report that income by going to Federal Taxes>Wages & Income>Less Common Income>Miscellaneous Income.  On the next screen select other reportable income.  Enter SCH as the description and enter the amount of the stipend.

Wouldn't that add the income to line 21? Scholarship income should be added to line 7

Scholarship income that is taxable must be added to line 7 of form 1040. To get it there enter it under credits and deductions - educational expenses. You need to click through some irrelevant questions until you get to a screen that allows you to enter taxable scholarship.
