@fabphilnee  assuming that you are a Non-Resident Alien in the USA on a F-1 visa, if your school that you are attending accepts the  degree from China, then you have completed  4 year degree  for purposes of student credits etc.  Is that what you are trying to do -- educational credits ?   These are generally not available to international students -- only citizens and Permanent residents.

Tell me more  , so I understand what you are trying to do --yes ?

Most likely, the "Not have finished the first four years of higher education at the beginning of the tax year" does not specify in the U.S.

Thanks for your quick reply!, yes my question is about the American education credit. My wife is a resident Alien. I’m a US citizen. She has a bachelors degree from China and working in a bachelors degree at a NY State college.

It depends on whether or not NYS College recognized her degree from China.  If they do, then no, she is not eligible.  If they do not, then yes, she is eligible.
