Do you put in that you went to another school besides college if it is a high school? i.e. graduated in 2016 and started college in 2016

No, the question is only referring to higher education/college.  Therefore, if you only attended 1 college in 2016 then you would answer "No" you did not attend another school.  You would not consider high school as "another school"
