Can we use thw 1098? Our son turned 24 in 2017. He was a full time student only 1/2 of the year. He made more than $4050. Who can file 1098?

No.

Your son being 24 at year end and making more than $4050 disqualifies him as you dependent. Only the person claiming the student's exemption (dependency)  may claim the tuition credit ("use the 1098-T"). So, since your son will be claiming himself, he claims the 1098-T, even though you may have paid the tuition.
