Can I deduct my child's tuition payments and college expenses I pay for if my ex-spouse gets to claim him as a dependent?

No. He has to be a dependent on your return to do so. However, your ex-spouse can claim those tuition costs, even though it was you who paid them. See Pub. 970, page 10.
