Can I deduct expenses associated with applying for Grad School: GRE General Test fee, Registration Fee, Undergraduate Transcript fees, etc.?

No. None of those are qualified education expenses. THe only qualified education expenses for monies paid out of  your pocket are tuition, books and lab fees. That's it. Also, if you already have 4 years of college under your belt and are going for your masters, the cost of books is NOT a qualified expense. Don't know why, but that's the way it is.

No. Application and test fees are Not deductible. For what you can deduct, see https://www.irs.gov/publications/p970 

Note: Under limited situations, some grad school books can be eligible, but money paid for services prior to enrollment isn't eligible for tax breaks at any level.
