Can I claim tuition I paid for my daughter but her father claims her as a dependent.

No, only the person claiming the child as a dependent can receive the education credit. Please see link below for an outline of the credits available and who can claim them. However, if a situation is reasonable, maybe the father can claim the credit and pass it along.
