As a child i paid off parent plus loan to relive my parents from debt in 2018. Does parent load consider as QTP(qualified tuition program) on gift tax form 709?

A loan is separate from a gift and wouldn’t be included on the gift tax form. 

It is not loan. They took parent plus loan for my education. And I paid off last year to US department of education.

Do I need to file 709 form
