Am i(international student F-1 Visa) eligible for 1098 T?

If you are a nonresident alien for any part of the year, you generally cannot claim the education credits. However, you may be able to claim an education credit under the following circumstances.

1.  You are married and choose to file a joint return with a U.S. citizen or resident spouse as discussed under 

     Nonresident Spouse Treated as a Resident in Publication 519 chapter 1.

2.  You are a dual-status alien, and choose to be treated as a U.S. resident for the entire year. See 

     Choosing Resident Alien Status in Publication 519 chapter 1.

I have done amend/change. I haven't get my refund deposited. Do i need to send anything by mail still?

Let me ask you this.  When was the first year you entered US with the F-1 visa ?

Then, you are still considered as a nonresident for the tax year of 2016.  You need to file a Form 1040NR, not Form 1040.  As TurboTax does not support nonresident tax forms, you are advised to use Sprintax to complete a Form 1040-NR. Also, since you have already filed with TurboTax, you will need to do an amendment.
