21 year old son, Not in school

Can 21 year old son be claimed as dependent if not in school and made $10,000 in 2018?  Also with depression, anxiety,  and ADHD

has he been certified as totally and permanently disabled? if not, he would have to be a qualify relative because his age and not being in school would mean he's not a qualifying child.  he's not a qualifying relative because his income is too high.
