You may not need this form but your state may not be accepting returns (including this form) because your state's income tax forms are not currently available for filing.
Some state (like MA) will indicate that a certain form is needed (even though you personally do not need it) because it is a form that is automatically included with the state's income tax return filing. If this form is currently not available, then no one will not be able to file until it is available.
