Tax Year Prior to 2020: Buissness expenses--Medical

my wife is self employed, working part time. Up until 2018 she was covered under my COBRA insurance.

for 2019 she is still covered under COBRA under her own name and paying monthly premiums. My question is, can she claim the premium paid by her as a business expense when she file schedule C?

Yes. She is able to claim the premiums that she paid as a business expense as long as the premiums are in her name (or the business name) and have been paid with after tax dollars.
