The form 1099-INT- is used to report interest income as well as federal withholding and foregn tax paid.  You may want to clear the form and then re-enter the 1099-INT information to fix the error

I am also having this problem.  On the 1099-INT Box 6, Foreign Tax Paid, the amount is $0.0.  Box 7 says " -" for Country, as there is no country for Box 6.  As of March 14, 2022, TurboTax is saying that this dash is an error.  And TurboTax wants me to enter a country to get past this issue otherwise I have to paper file.  How can this be solved so I can e-file?

It depends. Try deleting the 0.00 and leave it blank. Let me know if this works.

Thanks!  Deleting the 0.0 and leaving Box 6 blank allowed me to move forward.

To experiment, I also deleted the 1099-int and then entered it manually, which also worked.  However, I think I am supposed to enter the address of the Payer and TT never showed the address missing as an error.  However after I used the PDF form for as an upload, I did get a TT error during the Review which said to enter in the Payer address.   I think entering in the address is important, so I went with your suggestion which was to just leave Box 6 empty, hope that is okay with the IRS.  🙂
