My husband received a 1099-Misc from a band he performed in. At the end it tells me to review before I submit and a Schedule C 1040 comes up.

1099, check the “Yes” box. Otherwise,
check the “No” box He is just a band member that received payment from the owner of the band. 1,320 in payment. He received a 1099-misc from this.

You should answer No.

The question is asking whether your husband issued any 1099s.  He received one, but presumably didn't have to issue any to subcontractors.
