Misc 1099- Help

1099 non-contract employee income over $600 was received in 2019. The vendor will not file the 1099 until 2020. Would prefer to report the income in 2019 since that is when the work was done, income received, and to lower income in 2020. What can we do?

You don't need the 1099-Misc.  You report the income form you own records.  Enter as cash income.

But if you actually received the money, why is the vendor not issuing the 1099?.

If you get an erroneous 1099-Misc, in 2021, for 2020, just enter an offsetting expense.
