i tried to do an amendment but it keeps telling me it needs to be fixed. It claims 1099r box 14 cant be larger than box 16, but box 16 is blank on the form. what do i do?

You will need to enter the amount of state distributions (usually it is the amount in Box 1).

@MaryK4  - Can you provide a reference for your response? It seems like a random answer with no basis.

It depends on what state, but for the states that there are withholding, you must indicate the State Distribution amount that the withholding applies to.  You could enter any amount for Box 16 that is bigger than Box 14, but that would be a random answer with no basis. @Milo2020

@MaryK4  From your response it appears that you do not have reference or a source for your original answer on  @dcliff716 original question. Just something that you thought you would say with no way to know where you pulled that out from. Well done.
