I started a single member LLC in 06/2018. My home business I have EIN#. I had small expenses but no income yet. I plan to file with state but do I need to file with IRS?

No. If you are a sole proprietor with no income, you are not required to file a Schedule C. If it were a Corporation or Partnership, then yes, you would.
