I received a cash Payment from USDA for our cattle business. It is called CFAP. Is it taxable?

Yes, CFAP is considered a disaster payment, which is similar to crop insurances and the payments are treated as if they were Agricultural Program Payments and are taxable in the year received, you should be receiving a 1099 from the USDA/FSA.
