I included my small business when I completed my federal and state return. Do I still need to submit a separate state return for the small business as well?

No.  If you included your income from the small business, this will flow to your PA return and will be reported to PA.  There is no need to duplicate the income or file a separate return for the business.   All income from ALL sources is reported on one return.
