I file 2 schedule F forms for a joint venture. To split 1099-NEC deductions between forms, do I need to issue two1099s, each with 1/2 expenses, from each of our SSNs?

No.  Simply split the expenses in appropriate proration for the income split.  If each of you file half of the income, then use half of all expenses on each of your Schedules F.

 

A Form 1099-NEC is not filed for expenses, it is only received for income received by a recipient and filed by the company or person who paid the recipient money.
